You can control several program settings by going to View -> Program Options on the main menu, pressing CTRL + K, or click the Program Options icon on the main toolbar (as pictured below).

One of the options you can control is whether you are allowed to submit a comment via the Internet during a test.

You may wish to disable comment submissions during a test for several reasons, two of which are:

• To resist the temptation to look at the answers on the Internet
• You are an employer/recruiter and wish to give a potential employee a test and not allow them to view answers

To change your Submitting Comments preference, click the 'Submit Comments Setting' icon in the tree control in the left-hand panel (as shown below). Then you can check or uncheck the checkbox labeled 'Allow Comment Submissions During A Test'. Click the OK button to accept your changes and close the options window.

Note: You cannot toggle Comment Submission once a test begins and the checkbox will be disabled.
